, � <br /> Home Match Requirements <br /> HOME program match requirements as described in section 220 of the National Affordable <br /> Housing Act (NAHA) include a number of ways in which the private sector may choose to <br /> participate and to support affordable housing development throughout the community. Each type <br /> of contribution identified as "match"ultimately serves to increase the availability of affordable <br /> housing by providing materials, labor, gap financing, land, sweat equity or real property. <br /> The Community Housing Development Organizations (CHDOs)which operate in the City of <br /> Decatur are certified and funded with CHDO set-aside dollars to construct, renovate, and <br /> rehabilitate housing in their service area within Decatur city limits. In the past the CHDOs have <br /> met match requirements with the following resources: <br /> ❖ Donations of land and real property from local individuals, foundations and <br /> institutions are a regular source of match for the CHDOs. <br /> ❖ Donation of funds and loans of nonfederal funds used as funding resources in various <br /> proj ects . <br /> ❖ Building material donations are also obtained from local building supply retailers. <br /> ❖ Donations of labor from contractors, local unions, apprentices, churches and student <br /> organizations provide match and serve to stimulate participation from the able bodied <br /> community. <br /> Through the City's rehabilitation program match is generated through donated labor or materials <br /> by the contractors. Overall, since 1992 match contributions in the form of donations to our <br /> CHDOs, donations of labor or materials to the rehabilitation programs, and various nonfederal <br /> funds used for home-buyers, CHDO's or Supportive housing projects have provided match, <br /> thereby exceeding the twenty-five percent match requirement on the City's expenditures. <br /> 4 <br />
