Van St enhuyse, Long Range Planning Mana <br /> SUBJECT: Million Flower Project: Pole License Agreement for Hanging Flower Baskets <br />' SLJMMARY RECOMMENDATION: As part of the City's involvement in the Million Flower <br />� Project, an agreement is necessary with Illinois Power to utilize its power poles for hanging <br />, flower baskets on North Main Street from Garfield south to the Norfolk Southern railroad <br /> overpass. The attached agreement allows for the brackets and hanging baskets to be attached to <br /> IP's poles while maintaining IP's rights of access and maintenance of their equipment. The <br /> agreement has been reviewed and approved by the Corporation Counsel and the Risk Manager. <br /> BACKGROUND: The Million Flower Project began as a private initiative to plant flower beds <br /> and other flower installations around the City to beautify the city and increase civic pride. The <br /> project will include planting large flower beds in Central Park, on North US 51 near the North <br /> Wa1Mart, and expansion of the flower beds on Pershing Road located east and west of the Busn. <br /> US 51 intersections. The project also includes hanging flower baskets along North Main Street <br /> on Illinois Power light and power poles from Garfield south to the NS North Main railroad <br /> overpass (the project will also include attachments to City-owned poles from south of the North <br /> Main overpass through downtown to Wood). Since the plantings will be in State rights-of-way, <br /> the City is the permittee with both IDOT and Illinois Power. <br /> POTENTIAL OBJECTION: Staff is not aware of any objections to this project. <br /> INPUT FROM OTHER SOURCES: The Long Range Planning Division has been actively <br /> involved with the Million Flower Project Coordinating Committee,through which,several <br /> thousands of private dollars have been raised. The Committee is also working with the Richland <br /> Horticulture Department on cultivating the flowers to be planted. Planting of Central Park is <br /> planned for May 15th and the Wa1Mart area for May 22nd. <br /> STAFF REFERENCE: Please contact Long Range Planning Manager Steven J. Van Steenhuyse <br /> at 424-2790, vansieen��decatunlet.org. <br /> BUDGET/TIME IMPLICATIONS: The Coordinating Committee has been identifying <br /> volunteers to install the brackets and hanging baskets and hopes to begin installation by May 15. <br />
