. • <br /> Mass Transit Memorandum <br /> No. 040804-1 <br /> April 8,2004 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Ga , City Manager <br /> Paul Mc a cy, Mass Transit Administrator�,.t.= <br /> SUBJECT: Agreement for Transit Vending Machine Operator <br /> SUNIlVIARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: contract for a vending machine operator for the Transit System to <br /> Elliott's Canteen Services, Inc. <br /> BACKGROUND: Staff advertised for proposals for an individual or firm to serve as <br /> a vending machine operator for the Transit System. An advertise- <br /> ment was placed in the Herald & Review and notices were mailed <br /> to 61oca1 firms. Three proposals were received, as shown on the <br /> attached bid tabulation sheet. Staff has determined that all three <br /> proposals met the minimum specifications published in the request <br /> for proposals and all of the other requirements of the bidding <br /> process. Staff found that all of the firms are capable of and <br /> competent to perform the work. Transit's General Manager and <br /> Administrator reviewed the three proposals and rated the firms <br /> based on their previous experience, proposed service, and bid <br /> amount. Both staff reviewers rated Elliott's Canteen Services <br /> highest. In making this recommendation,both reviewers gave <br /> preference to the Illinois Department of Human Services, Division <br /> of Rehabilitation Services, which filed a proposal for a local firm <br /> operated by a blind person. Staff felt that the State's proposal <br />� should receive preference over B & D Vending, the second ranked <br /> firm,but not over Elliott's Canteen Services. <br /> POTENTIAL An objection might be made by the Illinois Department of Human <br /> OBJECTION: Services, Division of Rehabilitation Services. Their proposal <br /> included a copy of 20 ILCS 2420, "Blind Persons Operating <br /> Vending Facilities Act", which requires local governments to give <br /> "preference"to blind persons in vending facility contracts. <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME Awarding this contract would increase the City's revenue from <br /> IMPLICATIONS: concession sales, but would not require additional staff time. <br />� <br />
