COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2004-31
Apri15, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E., Director of Engineering& Infrastructure
Matthew C. Newell, P.E., City Engineer
SUBJECT: Annual Sewer Televising Program, City Project 04-19
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution approving an
agreement with Tele Scan, Inc., for pipeline inspection services to be used in the Annual Sewer
Televising Program, City Project 04-19. The resolution authorizes the Mayor to execute an
agreement with Tele Scan, Inc., and for the expenditure of up to $200,000.00 under this
agreement for televising and other inspection work necessary in the maintenance of the City's
sanitary sewer system.
BACKGROUND:
In 2003, City Engineering issued a Request for Proposals (RFP) to perform televised inspection
and other sewer investigation work for the City. The proximity
of Tele Scan enables them to be very accessible to the City and able to respond to emergencies
with very little delay. Staff recommends that it is in the best interest of the City to continue to
work with Tele Scan to perform inspection work for the sewer system and to authorize funding
for an additional year for these services.
In March, 2003 Council approved an agreement with Tele Scan, Inc., to provide pipeline
inspection services for Fiscal Year 2003-2004 with an option to renew the agreement for up to
two additional years with no increase to the various inspection fees.
Pipeline inspection services have proven invaluable in locating problems and answering
questions that arise in the normal maintenance of sewers along with ongoing condition
assessment. The agreement includes set unit prices for:
