Alexander, Director of Water Management ��/�, <br /> v-r <br /> SUBJECT: Lake Decatur Basin 6 Sediment Storage Site Engineering Services <br /> Supplemental Agreement No. 3 <br /> City Project LC 9956 <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing Supplemental Agreement No. 3 with Homer <br /> L. Chastain and Associates, LLP, (Chastain) at a cost of$64,868.46. <br /> BACKGROUND: <br /> In September 2000, Council authorized the Lake Decatur Basin 6 Sediment Storage Site <br /> Engineering Services Agreement with Chastain. It was not known at that time exactly how much <br /> effort would be required to determine the feasibility of City staff performing dredging <br /> operations, assist City staff prepare dredging specifications, assist with the evaluation of dredge <br /> equipment bids, and provide construction services for the sediment storage and dredge <br /> mobilization sites. Presently, the sediment storage site has been constructed, and Chastain has <br /> completed their services to the City. <br /> Chastain had originally estimated up to $11,412 in services to provide technical assistance for <br /> dredge equipment acquisition and training. Chastain and their sub consultant, Dredging <br /> Specialists, Inc., did this work, and also performed dredging studies for the lake, traveled to <br /> various sites to investigate dredge equipment at the request of City staff, and performed other <br /> related necessary services. <br /> The second reason for the additional expenses was the result of a permit issuance delay by the <br /> U.S. Army Corps of Engineers. This delay resulted in the construction of the sediment starage <br /> and dredge mobilization sites to be shut down during the winter of 2002-2003, which <br /> significantly lengthened the amount of time necessary to complete construction. Chastain was <br /> under contract with the City to provide construction administration, layout, and observation <br /> services during construction. However, the original agreement did not include provisions for the <br /> winter shutdown and associated additional costs. <br /> In total, this supplemental agreement reimburses Chastain $64,868.46 for the above described <br /> additional expenses. <br />
