Alexander, Director of Water Management �� 'I SUBJECT: Water System Improvements - Phase I li, Water Capital Project W0328 'I SUMMARY RECOMMENDATION: I Council adopt the attached resolution approving an Engineering Services Agreement far Water !� System Improvements - Phase I with Strand Associates for a lump sum of$124,000. I BACKGROUND: This project is a combination of three separate projects that Staff has been working on: Security Improvements - A Water System Vulnerability Assessment was completed for the City �i in October 2003 which recommended a three phase security improvement strategy. The first phase of these recommendations is included. This is a new budget item for FY05. South Water Treatment Plant SCADA Improvements - SCADA (Supervisory Control and Data Acquisition) systems are currently the most effective way to automate water treatment processes and State mandated process reporting. A SCADA System Technology Plan was completed for the City in March 2002 which recommended a four phase implementation strategy. The first phase of these recommendations is included. This is a carryover budget item from FY04. Water Distribution System Monitoring Network - In order to more accurately monitor water quality and pressure in distribution systems, many water utilities have installed monitoring networks. Staff recommends the installation of a monitoring network as an important part of the City's comprehensive security and SCADA systems improvements. The network is a carryover budget item from FY04. Staff mailed 26 requests for qualifications and proposals, obtained and evaluated 4 proposals, then interviewed the highest rated firm - Strand Associates. Strand received 239 out of 280 possible evaluation points. The runner up, Black & Veatch, received 221 points. Both firms are highly qualified and have successfully completed high quality projects for the City. However, staff recommends Strand Associates due to their higher evaluation score and significantly lower cost than Black & Veatch for this particular project.
