Perry, Purchasing Supervisor�� SUBJECT: Demolition of twelve properties SUMMARY RECOMMENDATION: Staff recommends awarding contracts to the low bidders listed on Exhibit A to remove asbestos, do necessary plumbing and demolish twelve properties. BACKGROUND: ,Per City Council request, bid specifications were prepared requesting an individual bid for each property and also an alternate bid for a lump sum amount for demolishing all twelve properties. The bid specifications requested a bid bond be submitted with the bid. Don Roderick inadvertently forgot to submit his bid bond. He is asking the City Council to waive this technicality and allow him to demolish the properties for which he is low bidder. Mr. Roderick has done many demolitions for the City over the years. He has indicated he will submit a performance bond prior to commencing these demolitions if allowed to proceed. It is more cost effective to award the demolitions by individual property rather than as a lump sum for all twelve properties. The Neighborhood Inspections Administrator states that by awarding the demolitions to lowest individual bid for each property,this will allow the properties to come down more quickly than if one company had to go from property to property to demolish each one. POTENTIAL OBJECTION: None. INPUT FROM OTHER SOURCES: Neighborhood Inspections requested the demolitions be done. Dave Griffiths will be at the council meeting to answer any questions the council may have about this purchase. BUDGET: $79,724 from CDBG Fund. $12,277 from Planning Fund.
