The sewer main in Bay Shore Drive serves as the outfall for this service area. The immediate
priority is to increase the pipe size of the sewer main thereby increasing the system's capacity.
This work should significantly reduce sanitary sewer overflows in the neighborhood.
It should be noted that the report determined that a significant amount of storm water was finding
its way into the sanitary sewer and this was the main cause for the many backups that have
plagued the area. This was likely the result of ground water seeping into the pipe system through
its many joints, connections and manholes. A major source for this ground water seepage is
likely the hundreds of private service laterals which amount to thousands of feet of small
diameter pipe that are often riddled with leaks. At a future point in time, it may very well be
likely that the City will need to look at working with private property owners to replace the many
old leaking service laterals in the area. The case can further be made for a need of increased
inspection and more stringent installation requirements for private service laterals.
The project plans and specifications were prepared by City Engineering staff. The project was
advertised March 5, 2004, and bids were opened on March 25, 2004.
