� � . <br /> EXHIBIT A <br /> DEVELOPMENT PROJECT <br /> A. GENERAL NARRATIVE DESCRIPTION OF DEVELOPMENT PROJECT: <br /> Private Development: <br /> Restorelrehabilitate existing buildings to upper-story apartment units and first floor commercial space. Not <br /> less than 35 percent of the gross leaseable area shall be developed with commercial, office, restaurant or <br /> bar/cocktail lounge uses and the remainder of the gross leaseable area shall consist of market-rate, <br /> unsubsidized apartment units. <br /> The Developer shall attempt to secure a Rehabilitation Tax Credit from the National Park Service and <br /> shall, accordingly, follow all guidelines with respect to the "Secretary of the Interior's Standards for <br /> Rehabilitation"(36CFR Part 67). <br /> In the event the Developer is unable to secure the Rehabilitation Tax Credit as stated above, the <br /> Municipality shall reserve architectural review and approval of all facade changes to the building(s) for the <br /> duration of this agreement. Facade changes shall include, but not be limited to: repair, removal, <br /> replacement or reconstruction of any exterior materials such as windows, doors, masonry, lintels, <br /> decorative elements, lighting, signage, canopies, awnings, siding and any implements attached to the <br /> exterior facade adjacent to North Main Street. The developer further agrees not to paint, or otherwise <br /> cover with another material, any Main Street facade without prior written approval by the Municipality. <br /> Public Improvements/Infrastructure: <br /> The City of Decatur agrees to construct streetscape improvements including, but not limited to, <br /> replacement of sidewalks and strcet lighting along the 200 Block of North Main Street, subject to approval <br /> by the Illinois Department of Transportation and the Director of Engineering and Infrastructure and further <br /> subject to the availability of funds in the Olde Towne Redevelopment Project Area Fund, total design and <br /> construction expenses not to exceed $100,000. Construction of public facilities shall commence within a <br /> reasonable time upon issuance to the Developer of a building permit for the rehabilitation project. The <br /> Municipality reserves the right to delay the commencement of construction where the project cannot be <br /> reasonably completed within a single construction season. <br /> (1) Construction(including Renovation,Repair& <br /> r Remodeling) <br /> a.
