Mass Transit Memorandum <br /> No. 030904-1 <br /> March 9,2004 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Ga , ity Manager <br /> Paul Mc n y, Mass Transit Administrato 1��� <br /> SUBJECT: � FTA Opera ng and Capital Assistance Grant for FY-2004 <br /> SUMMARY Staff recommends that Council approve a Resolution to authorize <br /> RECOMMENDATION: the filing of an application for federal funding for FY-2004 in the <br /> total amount of$1,006,792. The application would request <br /> $986,792 in operating assistance and $20,000 in capital assistance. <br />' BACKGROUND: Every year the Federal Transit Administration(FTA) sets aside <br /> grant funds for each metropolitan transit system. For FY-2004 the <br /> amount available to Decatur is $1,006,792. Staff recommends that <br /> a grant application be submitted to FTA requesting that the <br /> available funding be divided as follows: $986,792 of this amount <br /> to be used to help offset the operating deficit of the Transit System; <br /> and $20,000 to be used to purchase grounds maintenance <br /> equipment(e.g. a small street/sidewalk sweeper). <br /> POTENTIAL A public hearing was held to discuss this grant application. No <br /> OBJECTION: negative comments were received. There are no known or <br /> expected objections to this grant application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: James Gillum, Maintenance Superintendent, DPTS <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The requested FTA grant funds require a local match, as follows: <br /> IMPLICATIONS: a)The proposed $986,792 of FTA operating funds would be <br /> matched by state operating funds already awarded to Decatur. <br /> b)The proposed $20,000 of FTA capital funds would be matched <br /> by $5,000 of state capital funds to be requested following <br /> approval by FTA. <br />
