Newell, P.E., City Engineerd� <br /> SUBJECT: Mound Road & U.S. Route 51 Improvements, City Project 2002-35 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Mound Road & U.S. Route 51 Improvements, City Project 2002-35, to Illinois <br /> Valley Paving Company, as the lowest, responsible bidder in the amount of$1, 453,340.25, and <br /> that the Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> On December 16, 2002, the City Council authorized an agreement with Blank, Wesselink, Cook �I� <br /> & Associates, Inc. (BWC) to begin a design review of Mound Road and U.S. Route 51 far ' <br /> possible improvements as part of the redevelopment effort for the southwest corner of the <br /> intersection. On May 27, 2003, the City Council authorized an agreement with BWC to prepare <br /> a final design of the proposed intersection and roadway improvements. <br /> Over the past six months the City Council has authorized the purchase of right of way for the <br /> proposed intersection and roadway widening necessary for the expansion of the street network <br /> serving the intersection of Mound Road/U.S. Route 51. <br /> The project plans and specifications were prepared by BWC and Engineering Division staff. The <br /> project was advertised January 12, 2004, and bids were opened on February 19, 2004. The <br /> results for the letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over ;Under� <br /> Engineer's Estimate $ 1,600,178.43 ----- <br /> Illinois Valley Paving Co. $ 1,453,340.25 (-9.18%) <br /> Otto Baum Company, Inc.. $ 1,707,632.88 6.72% <br /> Merrill's Contractors, Inc.. $ 1,768,265.25 10.50% <br />
