(BWC) submitted a letter to the City on November 24, 2003 <br /> indicating that BWC had experienced costs beyond the estimated fees for both the Intersection Design <br /> Study and the Right-of-Way Work associated with the improvements of the Mound Road and Route 51 <br /> Intersection Improvements. <br /> As stat�d in the November 24�' letter, we made an effort to cover these additional costs in the contract <br /> for preparation of construction documents, but were unable to do so. Based on the expectation that <br /> review comrrrents would be minimal, we estimated additional costs to be approximately $6,000. <br /> The review comments, while not extensive, resulted in a considerable amount of work to revise the <br /> plans. For example, the signal detection system was changed from a loop system to a camera system <br /> for the signals at both Route 51 and the Target entrance. This change required significant revisions to <br /> the drawings, the specifications and the quantity sheets. Because of the tight right-of-way constraints a <br /> significant amount of time was spent adjusting signal foundations and utilities. Plan changes were <br /> made during bidding to reflect new information obtained during exploratory excavation. <br /> Finally, based on the complexity of the project BWC's initial estimated fee was considerably less than it <br /> shou{d have been. Based on the initial project plan and anticipated work to complete the project, BWC <br /> estimated the plan set would contain 35 sheets. When the project was completed the plan set <br /> con#ained 83 sheets. <br /> E3WC's actual cost through January 2�04 is $88,366 including direct reimbursable expenses. While <br /> these fees are considerably more than BWC's initial sstimates, the actual costs are only 6.2% of the <br /> apparent law bid of$1,453,340.
