COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2004-26
March 4, 2004
TO: Honorable Mayor Osborne and City Council '
FROM: Steve Garman, City Manager I,
Stephen Swanson,P.E.,Director of Engineering & Infrastructure '
SUBJECT: North Charles Street Sewer Services
SUMMARY RECOMMENDATION:
City staff is recommending that the City Council authorize Entler Excavating Co., Inc., to install 5
sanitary sewer services in North Charles Street, approve the expenditure of an amount not to exceed
$32,500 for said work and the Mayor to execute and the City Clerk to attest the agreement for said
work.
BACKGROUND:
The City Council at its study session of March 1, 2004, agreed with staffs recommendation that the
5 sanitary sewer services be installed in North Charles Street in-lieu of the "do nothing option" or
the option of extending a sanitary sewer in North Charles Street. Staff has met with Entler
Excavating Co., Inc., (Entler) to finalize an agreement to do this work. Entler was the original low
bidder for the full sewer extension contract and has agreed to install the services based on the unit
prices in their original bid.
The proposal submitted by Entler for the work is $30,025 which is $5,025 more than staff indicated
to the City Council that the work was estimated to cost. Staff has reviewed Entler's proposal and
determined it to be acceptable. The difference between staffs estimate and Entler's proposal related
to the estimated amount of trench backfill and pavement patching and an allowance for traffic
control. Staff is requesting an additional amount of $2,475 be approved as a contingency in the
event the contractor encounters unexpected work for which compensation must be paid.
The addresses of the five properties to be serviced are 3560, 3570, 3576, 3584 and 3592 North
Charles Street. The attached drawing depicts the 5 services to be installed.
Staff is recommending that the Entler be approved to install the 5 sewer services for an amount not
to exceed $30,025. Entler has completed a number of similar type projects to the satisfaction of
staff. In addition, staff is requesting that City Council approve a contingency of$2,475 for use in
the event of unexpected work being encountered.
