, ,
COUNCIL COMMU ICATION FORM
PURCHASING & INTERNAL S RVICES MEMOR.ANDUM
#04 - 1
February 25, 2004
TO: Honorable Mayor Osborne and City ouncil
FROM: Steve Garman, City Manager
Beth Couter, Financial Management Director
Deborah M. Perry, Purchasing Supe isor
SUBJECT: Contract renewal for Lime Sludge ,
SUMMARY RECOMMENDATION: Staff reco I ends renewing contract with Cornbelt F.S.
Inc., to furnish lime sludge removal for an additi nal three years. The renewal is based upon
removing 25,000 tons of lime sludge yearly.
BACKGROUND: The lime sludge is a by-pro uct of the lime softening used in the City's
water treatment process. The lime sludge is remov d with a "Mud Cat" brand of dredge, which
is floated on the sludge ponds. The dredge lit rally chews up the lime sludge and other
sediments that are removed during the water treatm nt process. The sludge is then pumped into a
mix tank and from there loaded into semi-tanker t cks. The trucks then transport the product to
farm fields where it is applied to the fields with bi tired spreaders. When applied to the fields
the sludge actually stabilizes the soil, changes th Ph, and adds nutrients. Since the weather
determines when the sludge can be field applied, the amount of time available for the whole
process to be completed is relatively short, from Se tember until early December.
The original contract was awarded in 1996 and was or eight years.
POTENTIAL OBJECTION: None.
INPUT FROM OTHER SOURCES: Water Man gement recommends contract renewal.
STAFF REFERENCE: Keith Alexander, Water anagement Directar 424-2863 will be at the
council meeting to answer any questions the council may have about this purchase.
BUDGET: $21.20/ton x 75,000 = $1,590,000 from Water Management Funds.
