, � . � <br /> Mass Transit Memorandum <br /> No. 012604-1 <br /> January 26, 2004 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Garman, i y Manager <br /> Paul McChan , ass Transit Administrato��,,��- <br /> SUBJECT: Request for Proposals for Transit Management <br /> SUMMARY Staff recommends that Council adopt a Resolution establishing the <br /> RECOMMENDATION: method for evaluating and scoring proposals that will be received <br /> in response to a Request for Proposals (RFP)for Transit Manage- <br /> ment, as shown on the attached sheet. <br /> BACKGROUND: The current contract with First Transit, Inc. for management of the <br /> Transit System expires on June 30, 2004. Staff is preparing the <br /> necessary RFP and plans to release the advertisement of the RFP in <br /> February. A key element that is required to be included in this <br /> RFP is the method for evaluating and scoring proposals. The <br /> Federal Transit Administration (FTA) requires that the RFP <br /> include this information so that any firm that might submit a <br /> proposal will know the basis on which its proposal will be judged. <br /> FTA requires this information to be included in the RFP, but does <br /> not specify the content or the scoring/points scheme to be used. <br /> The attached sheet contains the evaluation method and the scoring <br /> procedure used in 1999, when the last RFP for Transit management <br /> was published. Staff recommends that the same evaluation method <br /> and scoring procedure be included in the new RFP. <br /> POTENTIAL No known objections. <br /> OBJECTION: <br /> INPUT FROM Federal Transit Administration <br /> OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The adoption of the proposed Resolution will not require added <br /> IMPLICATIONS: staff time or expense. <br />
