E., City Engineer�f <br /> SUBJECT: Digital Annexation Mapping Services, City Project 04-OS <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends that the City Council approve the attached resolution authorizing an <br /> agreement with Bruce Harris & Associates, Inc., to provide digital mapping services that will <br /> calculate the area of the City's right of way and the year it was annexed. The proposed <br /> agreement is for a fee not to exceed $9,439. <br /> BACKGROUND: <br /> Accounting and reporting requirements established by the General Accounting Standards Board <br /> in Statement No. 34 (GASB 34) require local governments, seeking to comply with its <br /> provisions, to provide an accurate inventory and value of its facilities as part of its financial <br /> reporting. This inventory requirement includes cataloging and fixing a cost to the City's right of <br /> way(ROW). <br /> In most cases, ROW is acquired by the City through annexations and development. The City <br /> rarely purchases ROW out right. The auditors reviewing the City's efforts to comply with <br /> GASB 34 have recommended that the City identify the acreage of ROW acquired and correlate it <br /> to the year it was annexed. These land quantities will then be compared with the property values <br /> that existed at the time of annexation. Some of the annexations researched go back as far as <br /> 1864 and have been tracked with greater accuracy since 1919. The City was incorporated in <br /> 1829. <br /> Bruce Harris & Associates (BHA) will overlay the City's digital annexation map, prepared by <br /> City Engineering, onto the Macon County digital parcel base map in order to gather the ROW <br /> acreage acquired through the various annexations that have occurred in the City over the years. <br /> The County's parcel base map has property ownership information, including ROW, outlined <br /> throughout the City. <br />
