Newell, P.E., City Engineery� <br /> SUBJECT: City - State Agreement Covering the Proposed Improvement of Traffic <br /> Signals at the Intersection of 22"d Street and Prairie Avenue <br /> City Project 04-06 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolutions authorizing an <br /> agreement between the City of Decatur and the State of Illinois covering the proposed <br /> improvement of traffic signals at the intersection of 22"a Street and Prairie Avenue as described <br /> in Agreement No. JN-504002 and the expenditure of Motor Fuel Tax Funds for said agreement. <br /> The City's m�imum portion for the proposed improvement is $7,950. <br /> BACKGROUND: <br /> In 1999, the Illinois Department of Transportation (IDOT) ordered that the traffic signals at 22"d <br /> Street and Prairie Avenue be removed from service based on a large number of traffic accidents <br /> occurring with the primary cause being northbound traffic running a red light. It was believed <br /> that the signals were contributing to accidents rather than preventing them. At the City's request, <br /> the signals were deactivated, but not removed, pending a trial period to review the operation of <br /> the intersection without signal control. In early 2003, City staff reported that the accident rate at <br /> the intersection was not reduced with the removal of the traffic signals and IDOT authorized <br /> their reactivation. The traffic accident problem is still a concern and it was determined that the <br /> traffic signals needed to be improved to increase visibility and provide better control of the <br /> intersection. It was also decided that an interconnection linking Prairie with the signals at Wood, <br /> to the south, and Rt. 36, to the north, would increase the coordination and control provided at all <br /> three intersections. <br />
