Newell, P.E., City Engineer�''� ��, <br /> SUBJECT: Traffic Signal/Railroad Interconnect Improvements, City Project 2002-09 <br /> SUMMARY RECOMMENDATION: I, <br /> It is recommended by staff that the City Council approve the attached resolution awarding the II <br /> contract for the Traffic Signal / Railroad Interconnect Improvements, City Project 2002-09, to ' <br /> Egizii Electric, Inc., as the lowest, responsible bidder in the amount of$166,123.96 and that the ' <br /> Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> On October 25, 1995, in Fox River Grove, Illinois, an express commuter train collided with a <br /> school bus, killing 7 students and injuring 24 others. In October, 1996, the National <br /> Transportation Safety Board adopted a report on the accident which cited safety issues that <br /> contributed to the fatal accident. Since that time, the Illinois Commerce Commission (ICC) has <br /> been working to improve the interconnection between traffic signals and adjacent railroad grade <br /> crossings. Until recently, most of their work has involved signalized intersections located on <br /> State Routes or adjacent to high speed railways. The City has participated with the Illinois <br /> Department of Transportation and the ICC in improving these intersections. <br /> The ICC has been working with City Engineering over the past two years on upgrading the traffic <br /> signals that interconnect with railroad grade crossings. In June 2003, the City Council authorized <br /> a Stipulated Agreement with the ICC to install traffic signal / railroad interconnections at the <br /> intersections of: Faries Parkway/ Brush College Road, Faries Parkway/ 27th Street, and Wood <br /> Street/Martin Luther King, Jr. Drive. <br /> The work involves the installation of additional warning devices to warn motorists of the <br /> approaching train traffic as well as adding signal indications that are placed to increase visibility <br /> to approaching traffic. The work will be reimbursed up to 90% from the Illinois Grade Crossing <br /> Protection Fund. City costs, after reimbursement,will be approximately$17,000. <br />
