V Steenhuyse, Long Range Planning Mana
SUBJECT: Amended Agreement: Wayfinding Study by Guidance Pathways Systems, Inc.
SUMMARY RECOMMENDATION: Staff recommends approval of the amendment to the
contract with Guidance Pathways Systems (GPS)of Springfield, Massachusetts to extend the
agreement to May 1, 2004. No other changes to the contract are proposed, and no additional
costs will be incurred as a result of the extension. This contract concerns the complete planning,
design, general specifications and technical services for a wayfinding sign system for Decatur.
BACKGROUND: In July, 2003 the Council approved a contract with Guidance Pathways
Systems to complete the wayfinding study. This Wayfinding Study is an element in the City's
corridor planning effort as well as the ongoing update to the Comprehensive Plan. The original
contract stated that the consultant was to complete the project within 150 days after execution.
The contract was executed on July 21 and the deadline passed on December 18. The project is
nearly finished, and the delays were not caused by the consultant but by staff delays in returning
information to the consultant due to other priorities. Staff is confident that the contract can be
completed in the time frame specified and supports the extension.
POTENTIAL OBJECTION: Staff is not aware of any objections to this study.
INPUT FROM OTHER SOURCES: A steering committee consisting of representatives from
the Convention and Visitor's Bureau, the Downtown Decatur Council, Millikin University, and
Keep Macon County Beautiful is reviewing the consultants' work. A report is expected in early
February.
STAFF REFERENCE: Please contact Long Range Planning Manager Steven J.
