Following request is in regards to the property located at 151 N. Prairie Ave. Decatur, IL <br /> 62523; formerly the Y.M.C.A. Teen Challenge acquired the property in February of 2001 <br /> from the Y.M.C.A., Teen Challenge is a 12-14 month residential program to help people <br /> with drug and alcohol problems. The goal of Teen Challenge is to evangelize those who <br /> are addicted to drugs or alcohol and to take those faith-based proven treatment techniques <br /> that have been developed over the last forty-three years to rehabilitate those who see no <br /> hope of an effective solution. Teen Challenge endeavors to help those addicted become <br /> mentally sound, emotionally balanced, socially adjusted, physically well, and spiritually <br /> alive. Teen Challenge helps accomplish this by involving family, church, and community <br /> in which the addict comes from. Past research on Teen Challenge documents that Teen <br /> Challenge has an over 76% rehabilitation rate. It also shows that those students that <br /> participated in the study were more likely to have seen the inside of a jail cell, more <br /> likely to be addicted to multiple drugs, and more likely to come from an economically <br /> inept situation that included homelessness. (This falls under "B -Limited Clientele <br /> Activities.") The majority of students at Teen Challenge Illinois who have or are going <br /> through the program have come from low to no income situations. We at Teen Challenge <br /> have been able to help those individuals by either getting sponsorship from a church or <br /> individual, or by allowing them in without a fee. <br /> Teen Challenge does have 501(c) 3 Status, see attachment one. The primary focus of <br /> Teen Challenge in regards to the Decatur Center is to renovate the third floor to house <br /> thirty adolescent girls. Teen Challenge does currently have a board that meets bi- <br /> annually. Teen Challenge has not received or requested block grant funding in the last <br /> three years. Our major source of funding for this project has been a federal grant listed as <br /> "Congressional Ear Mark" totaling $241,421, see attachment two. The additional sources <br /> of funding were a donation for contents from a Presbyterian Church totaling $15,000, see <br /> attachment three. We have had received donations that are not financial, such as churches <br /> and individuals offering to help with labor. <br /> The amount of funding that we are requesting is $67,000. Our organization does have a <br /> formal accounting process and has received past audits, see attachment four. <br /> The cunent request will not be used for any administrative fees or positions. All dollars <br /> received will be strictly used for renovating the heating/boilers in the Decatur Genter. See <br /> attachment five. The project includes replacing faulty steam traps, install a temperature <br /> control system located in the basement, repair 8 steam valves, repair existing corroded <br /> pipes, and install proper steam relief valves for the boilers. The total cost for this is <br /> $75,885.00, see attachment six. We are currently in the process of trying to secure <br /> additional funding for the remainder of this project. <br /> Our current estimated cost for this project is $375,000.00. <br /> Electrical Costs $94,200.00 <br /> Plumbing/HVAC $143,144.00 <br /> Fire Protection $20,000.00 <br /> Boiler Renovation/New Control System $75,885.00 <br /> Finishing/Walls/Floors/Ceilings/Windows $41,771.00 <br /> Total $375,000.00 <br />
