Love, eighborhood Programs Manager �/�� <br /> ✓ <br /> SUBJECT: Amendment to FY2003-04 Annual Action Plan <br /> RECOMMENDATION: Sta.ff recommends approval of the attached resolution amending the <br /> FY2003-04 Annual Action Plan to reprogram carryover funds to meet current year needs. The <br /> amendment will add $25,000 to the Emergency Grant Program and $115,000 to the Iioof and <br /> Porch Program for FY2003-04. <br /> BACKGROUND: Each year the Neighborhood Renewal Division of the Economic and Urban <br /> Development Department develops an Annual Action Plan in accordance with the regulations set <br /> forth by the U. S. Department of Housing and Urban Development (HUD) describing federal <br /> funding allocations for the upcoming year. The Plan is reviewed and approved by HLJD and the <br /> City Council. Should the funds in the Annual Action Plan not all be used, HLJD allows those <br /> funds to be carried over for a specified period of time, giving cities the option of using those funds <br /> for other purposes within the guidelines and amending the Annual Action Plan if needed. <br /> Federal Community Development Block Grant (CDBG) funds currently set aside for a Roof and <br /> Porch Program have a11 been used. The amendment of the Annual Action Plan reprograms <br /> carryover funds to add $115,000 to this program. Additionally, the City has an Emergency Grant <br /> Program which provides up to $2,500 to address life threatening needs for low and moderate <br /> homeowners. The CDBG funding for this program is most needed in the winter when furnaces <br /> fail. This program is also short of funds. The amendment would reprograxn $25,000 in carryover <br /> funds to the current Emergency program. <br /> POTENTIAL OBJECTIONS: <br /> City staffis not aware of any objections. <br /> INPUT FROM OTHER SOURCES: <br /> Federal guidelines for the use of entitlement funds. <br /> STAFF REFERENCE: <br /> Should the City Council have any questions, they may contact Linda Love, Neighborhood <br /> Programs manager at 424-2777 or email ljlove@decaturnet.org <br /> BUDGET/TIME IMPLICATIONS: <br /> $140,000 in carryover CDBG funds. <br />
