DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2003-23 I
December 09, 2003
TO: Honorable Paul Osborne and City Council
FROM: Steve Garman, City Manager
John A. Smith, Assistant City Manager for Public Services !,
Keith D. Alexander, Director of Water Management ,n il
KT
SUBJECT: South Water Treatment Plant Lime Residual Lagoons '
Conveyance of Real Property '
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing conveyance of real property between the City
and Vulcan Materials Co:
BACKGROUND: I
For several decades the City has owned and operated the South Water Treatment Plant lime ,
residual lagoons located south of the Sangamon River and west of U.S. Business Route 51 South. !
Vulcan Materials has for several years owned and operated sand and gravel extraction facilities
adjacent to this City property. During a recent resurvey of the area, it was noted that the City
has, for quite some time, been using a small portion of Vulcan Material's property for a lagoon
access road. It was also noted that Vulcan Materials had slightly overextracted material from
City property. To remedy the situation, a no cost conveyance is proposed to establish ownership
of two small triangle shaped parcels to the parties who are actually using them. See the attached
Exhibit A for location details. The City owns Lot 1 and Vulcan owns Lot 2.
POTENTIAL OBJECTIONS:
None foreseen.
INPUT FROM OTHER SOURCES:
Bainbridge Gee Milanski &Associates, Vulcan Materials.
STAFF REFERENCE:
John A. Smith, Assistant City Manager for Public Services, telephone 424-2833
e-mail jasmith@decaturnet.org
Keith D. Alexander, Director of Water Management, telephone 424-2863
e-mail kdalexander@decaturnet.org
BUDGET/TIME IMPLICATIONS:
None.
Attach. 2
cc: Lindsay Sinor, Vulcan Materials
