COUNCIL COMMUNICATION FORM
 Engineering & Infrastructure Memorandum
NO. 2003-79
December 9, 2003
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E., Director of Engineering& Infrastructure
Matthew C. Newell,P.E., City Engineer
SUBJECT: Resolution Authorizing a Past Expenditure of Motor Fuel Tax Funds for the
City's Portion of the Costs to Install Traffic Signals at the Intersection of
Route 36 and 36th Street
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution authorizing the
allocation of $750.27 in Motor Fuel Tax (MFT) funds to cover the City's portion of the
modernization of traffic signals at the intersection of Route 36 and 36th Street.
BACKGROUND:
The Illinois Department of Transportation (IDOT) requires a resolution specifically authorizing
the expenditure of funds from the City's Motor Fuel Tax Fund. On June 4, 2001, the City
Council authorized the allocation of $7,590.00 in MFT funds for the City's portion of costs
associated with the construction of new traffic signals at the intersection of Route 36 and 36th
Street. The City's portion of the final cost for construction was $8,340.27 which was $750.27
over the authorized amount.
In a recent audit of the City's MFT Fund, it was determined that the added $750.27 spent on the
intersection improvement required an additional Illinois Department of Transportation
supplemental resolution to be passed by the City Council. The amount indicated was expended
from the City's MFT fund in 2001. The attached Illinois Department of Transportation
supplemental resolution is procedural and will not affect the City's fund balances.
If the requested supplemental resolution is not approved, the City will need to reimburse its
Motor Fuel Tax Fund from other unobligated funds for the past expenditure.
