Newell
City Engineer
City of Decatur
One Gary Anderson Plaza
Decatur, Illinois 62523
RE: CITY OF DECATUR
Mound Road and Route 51 Intersection Improvements
PROJECT COST
Dear Matt:
This letter is written as a follow-up to our previous conversations regarding cost overruns for the work
associated with the Mound Road and Route 51 Intersection.
As I've indicated, Blank, Wesselink, Cook&Associates, Inc. (BWC) experienced cost overruns in both
the Intersection Design Study and Right-of-Way portion of the project.
The Intersection Design Study because:
1. Our original manhour estimate considered surveying 2,600 lineal feet of roadway and we
actually surveyed 3,500 lineal feet.
2. The complexity of the intersection necessitated several meetings with both the City and the
Department of Transportation.
3. Because of right-of-way issues and fiscal concerns, we prepared finro plans with several
alternates on the east leg, with and without a turn lane.
4. Obtaining State approval of the Intersection Design Study required several submittals.
The Right-of-Way Plat preparation because:
1. BWC's engineering services fee was based on preparation of eight plats and we ended up
preparing eleven plats.
We have tried to absorb the additional costs in the Plan Preparation Phase of the project but are unable
to absorb all of the additional costs.
Assuming the preliminary plan changes will be minor in nature, we estimate the additional cost to be
approximately $6,000.
2623 EAST PERSHING ROAD • P.
