Newell,P.E., City Engineer�� SUBJECT: Mound Road/Route 51 Area Roadway Improvements, City Project 2002-35 SUMMARY RECOMMENDATION: An item on the agenda for the December 15, 2003, City Council Meeting is the authorization of an extension to the Mound Road / Route 51 design services agreement with Blank, Wesselink, Cook & Associates Inc. BWC for an amount not to exceed $6 000. This will increase the , , � ), , original final design services authorization from $63,900 to $69,900. Staff recommends that the City Council approve the additional funds requested. BACKGROUND: Beginning in late 2002, the City Council authorized a series of agreements with BWC for various design services related to the improvement of the intersection and streets around Mound Road and U.S. Route 51. These services have been aimed at preparing for the expansion of the area roadways to accommodate the proposed Target development. On December 16, 2002, the City Council authorized a$42,500 agreement to perform preliminary design services. On May 5, 2003, a $12,700 agreement was authorized to prepare right of way plats and legal descriptions for acquiring the necessary property for the roadway improvements. On May 27, 2003, a $63,900 agreement was entered into for final design services to complete plans and specifications for the proposed improvements. The attached letter from BWC outlines the justification for extending the agreed cost for design services. In general, the City asks a consulting engineering firm to foresee an often unforeseeable design process that often relies on the various entities having jurisdiction over the various roadways. Such is the case with the design of the intersection improvements to Mound Road and Route 51. More submittals were required of BWC due to the complex nature of the design. Additional surveying was required as were additional meetings with the Illinois Department of Transportation.
