Newell,P.E., City Engineer�� <br /> SUBJECT: Mound Road/Route 51 Area Roadway Improvements, City Project 2002-35 <br /> SUMMARY RECOMMENDATION: <br /> An item on the agenda for the December 15, 2003, City Council Meeting is the authorization of <br /> an extension to the Mound Road / Route 51 design services agreement with Blank, Wesselink, <br /> Cook & Associates Inc. BWC for an amount not to exceed $6 000. This will increase the <br /> , , � ), , <br /> original final design services authorization from $63,900 to $69,900. <br /> Staff recommends that the City Council approve the additional funds requested. <br /> BACKGROUND: <br /> Beginning in late 2002, the City Council authorized a series of agreements with BWC for various <br /> design services related to the improvement of the intersection and streets around Mound Road <br /> and U.S. Route 51. These services have been aimed at preparing for the expansion of the area <br /> roadways to accommodate the proposed Target development. <br /> On December 16, 2002, the City Council authorized a$42,500 agreement to perform preliminary <br /> design services. On May 5, 2003, a $12,700 agreement was authorized to prepare right of way <br /> plats and legal descriptions for acquiring the necessary property for the roadway improvements. <br /> On May 27, 2003, a $63,900 agreement was entered into for final design services to complete <br /> plans and specifications for the proposed improvements. <br /> The attached letter from BWC outlines the justification for extending the agreed cost for design <br /> services. In general, the City asks a consulting engineering firm to foresee an often <br /> unforeseeable design process that often relies on the various entities having jurisdiction over the <br /> various roadways. Such is the case with the design of the intersection improvements to Mound <br /> Road and Route 51. More submittals were required of BWC due to the complex nature of the <br /> design. Additional surveying was required as were additional meetings with the Illinois <br /> Department of Transportation. <br />
