E., Director of Engineering 8� Infrastructure� <br /> SUBJECT: Decatur Park District Sangamon River Observation Deck <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution <br /> authorizing the grant of an easement to the Decatur Park District for its Sangamon River , <br /> Observation Platform and the Mayor to execute said easement and the City Clerk to attest. <br /> BACKGROUND: <br /> The Decatur Park District's Lincoln Park Drive Trail includes the construction of an observation <br /> platform on the north side of the Sangamon River downstream of the Lake Decatur Dam and <br /> just upstream of the Old City Dam. The attached drawings generally depict the location and <br /> dimensions of the platform. The platform has been designed to address issues re�ating to the <br /> flooding that will occur in this area and to address public safety issues. <br /> It was determined during the plan review process by the City the platform is actually on City <br /> property and that an easement would be required for the structure on the City's property. This <br /> is necessary to address potential liability issues associated with the structure. A grant of an <br /> easement from the City to the Decatur Park District has been prepared by the legal counsels for <br /> both parties (copy attached). <br /> POTENTIAL OBJECTION: <br /> There are no known objectors to this action. <br /> INPUT FROM OTHER SOURCES: <br /> John Couter, City's Corporation Counsel; Keith Alexander, Water Management Director; and <br /> Jim Kiefer of the Decatur Park District. <br />
