RESOLUTION NO. R2003-182 <br /> Resolution in Support of Legislation regarding <br /> the Purchase by Ezelon Corporation of Illinois Power <br /> WHEREAS, the City of Decatur is a body of duly elected officials representing the <br /> community of Decatur with a population of 81,860; and <br /> WHEREAS, Exelon has proposed to purchase Illinois Power and corrunitted to preserving <br /> community support, including charitable contnbutions and programs, improving reliability, <br /> continue to provide service from its current operating centers, and preserve quality jobs; and <br /> WHEREAS, legislation has been introduced that would authorize the Illinois Commerce <br /> Commission (ICC) to conduct a throughout nine-month review of an application for ICC <br /> approval for a merger or acquisition of an Illinois utility: and <br /> WHEREAS, Exelon Corporation could provide financial stability for the Decatur-based <br /> utility, ensuring jobs, stabilized electricity rates, and returning Illinois Power to investment grade; <br /> and <br /> WHEREAS, legislation gives the authority to the ICC to establish rate certainty through <br /> 2010 and avoid possible market fluctuations; and <br /> WHEREAS, residential customers continue to receive the benefit of a 20% rate reduction <br /> through 2006; and <br /> WHEREAS, supporting the proposed legislation would be in the best interests of our <br /> community by protecting hundreds of quality downstate jobs, supporting local economic <br /> development, ensuring continued reliability and guaranteeing long-term price stability for Illinois <br /> customers. <br /> NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1. That the City of Decatur supports the legislation that will clear the way for <br /> Exelon Corporation to purchase Illinois Power in a timely manner. <br /> Section 2.
