Bragg, Planning and Economic Development Manager
SUBJECT: Faade Agreement— 135 East Prairie Avenue
SUMMARY RECOMMENDATION: Staff recommends approval of the attached
resolution authorizing a faade preservation agreement for the property located at 135
East Prairie Avenue in the downtown historic district. ,
BACKGROUND: The subject property was extensively damaged by fire in December,
1999. The City Council approved a TIF redevelopment agreement with the developer,
LUCAS Properties, LLC, on October 7, 2003. The building faade is experiencing
accelerated deterioration due to brick decomposition, which is in turn causing the paint to
peel from the building. Based on these conditions, the developer finds it necessary to
make exterior finish changes to stop further deterioration. The proposed faade is shown
in the attached Exhibit A.
The building faade is currently preserved by an agreement adopted in 1995. The
attached agreement would supersede the existing agreement and is in effect for the life of
the previously approved TIF redevelopment agreement.
POTENTIAL OBJECTION: N/A.
INPUT FROM OTHER SOURCES: The proposed faade changes have been
reviewed by the City's historic preservation staff and are consistent with the goals of the
Comprehensive Plan.
STAFF REFERENCE: Any additional questions may be forwarded to Dane Bragg at
424-2725 or dbraggdecaturet.or.
BUDGET/TIME IMPLICATIONS: The faade rehabilitation costs are eligible for
reimbursement under the terms of the approved redevelopment agreement, not to exceed
$72,500.
