Bragg, Planning and Economic Development Manager� <br /> SUBJECT: Fa�ade Agreement— 135 East Prairie Avenue <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached <br /> resolution authorizing a fa�ade preservation agreement for the property located at 135 <br /> East Prairie Avenue in the downtown historic district. , <br /> BACKGROUND: The subject property was extensively damaged by fire in December, <br /> 1999. The City Council approved a TIF redevelopment agreement with the developer, <br /> LUCAS Properties, LLC, on October 7, 2003. The building fa�ade is experiencing <br /> accelerated deterioration due to brick decomposition, which is in turn causing the paint to <br /> peel from the building. Based on these conditions, the developer finds it necessary to <br /> make exterior finish changes to stop further deterioration. The proposed fa�ade is shown <br /> in the attached Exhibit A. <br /> The building fa�ade is currently preserved by an agreement adopted in 1995. The <br /> attached agreement would supersede the existing agreement and is in effect for the life of <br /> the previously approved TIF redevelopment agreement. <br /> POTENTIAL OBJECTION: N/A. <br /> INPUT FROM OTHER SOURCES: The proposed fa�ade changes have been <br /> reviewed by the City's historic preservation staff and are consistent with the goals of the <br /> Comprehensive Plan. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Dane Bragg at <br /> 424-2725 or dbragg��decatur��et.or�. <br /> BUDGET/TIME IMPLICATIONS: The fa�ade rehabilitation costs are eligible for � <br /> reimbursement under the terms of the approved redevelopment agreement, not to exceed <br /> $72,500. <br />
