COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2003-65
October 14, 2003
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E.,Director of Engineering& Infrastructure
Matthew C. Newell,P.E., City Engineer'^
SUBJECT: Agreement with the Illinois Central Railroad Company for Kaydon Drive
Relief Sewer Crossing Permit
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution authorizing an
agreement between the City of Decatur and the Illinois Central Railroad Company to permit the
construction of the proposed Kaydon Drive Relief Sewer on the north side of Imboden Drive,
under the Illinois Central Railroad tracks. The permit fee is $2,900.
BACKGROUND:
In June 2003, the City Council authorized an agreement with Bainbridge, Gee, Milanski &
Associates, Inc. (BGM) to design a relief sewer for the Kaydon Drive area in order to relieve
ongoing sewer backups and surcharges in the area. The design proposed by BGM is to run a
relief sewer from the existing line on the east side of the tracks under the Illinois Central Railroad
tracks to a higher capacity line on the west side of the tracks.
This proposed crossing requires a resolution and agreement with the railroad. The agreement
language is similar to the language used for many years when City utilities have crossed the
various railroad tracks that traverse the City.
POTENTIAL OBJECTION: There are no known objections.
INPUT FROM OTHER SOURCES: Canadian Northern/Illinois Central Railroad
