ECONOMIC AND URBAN DEVELOPMENT DEPARTMENT MEMORANDUM
#03-100
September 30, 2003
TO: Mayor Paul Osborne and City Council Members
FROM: Steve Garrr City Manager
Linda Love, sistant Director of Economic &Urban Development ``-
Dane C. Bragg, Planning&Economic Development Manager
SUBJECT: Annexation Agreement- Decatur Foursquare Church
SUMMARY RECOMMENDATION: Staff recommends approval of the attached annexation
agreement with Decatur Foursquare Church for property located at 3300 West Ash Avenue. This
project represents a rare opportunity where the City can cooperatively engage in a watermain
extension and significantly reduce the cost of expanding the City's water service area.
BACKGROUND: Decatur Foursquare Church has acquired property at the northeast corner of Ash
Avenue and Bearsdale Road for the construction of a new church campus. The church wishes to
extend City water service to the new facility. In doing so, the Illinois Department of Transportation
will permit the extension of water across Interstate 72 only by tunnel boring under the pavement.
T'he church will require a 6" water main within an 18" concrete casing under the interstate highway.
Staffproposes to participate in this project to increase the size of the water main from 6" to 12", and
to increase the size of the casing from 12" to 30" diameter. In doing so, the City will extend a 12"
water main at an additional point beyond the highway, where a future loop connection may be
constructed.
The City's portion of increasing the water main size would not exceed $40,000. The total cost of the
project is estimated to be $100,000. The City's percentage of the cost reflects only the cost
associated with upgrading the size of the main and the casing. Foursquare Church will be
responsible for design engineering, construction and state and local permitting for the project. The
City will reimburse the developer for construction costs upon completion.
POTENTIAL OBJECTION: No objections have been received.
INPUT FROM OTHER 50URCES: The annexation agreement has been reviewed by the
Technical Review Committee and the Water Management Department, as well as the petitioner's
legal counsel.
STAFF REFERENCE: Any additional questions may be forwarded to Dane Bragg at 424-2725 or
e-mail: dbrag,(adecaturnet.org.
BUDGET/TIME IMPLICATIONS: The City's portion of the proposed construction project will
be paid from the Water Fund(80).
