CITY OF DECATUR, ILLINOIS <br /> CITY COUNCIL POLICIES, ROLES <br /> AND RESPONSIBILITIES <br /> PREAMBLE <br /> The Mayor and City Council, City Manager and City staff members met in informal session on <br /> Saturday, June 8, 2002, in order to explore and define their respective roles and responsibilities <br /> and to consider policies that would govern the conduct of City Council meetings and the <br /> communications within the City government. Policies and descriptions are presented herewith <br /> that stemmed from those discussions and subsequent review: <br /> 1. Roles and Responsibilities of the Mayor - <br /> 2. Roles and Responsibilities of each City Councilmember <br /> 3. Roles and Responsibilities of the City Manager <br /> 4. Policy on City Council Meeting Procedures <br /> 5. Policy on Effective Communications <br /> A backdrop for those discussions was provided by John Carver's book, Boards That Make a <br /> Differenc� Jossey-Bass, Inc., 1990, with excerpts paraphrased as follows: <br /> Citv CouncilResnonsibilities : <br /> ■ Trustees for the ownership—the link between citizensand the City of Decatur. <br /> ■ Articulation of broad policies of governance. _ <br /> ■ Assurance of executive performance — the hiring and appraisal of the chief appointed <br /> officer. The City Councilhas one employee. _ <br /> ■ Responsible for its own development,job design, discipline and performance. <br /> City Mana�er Responsibilities : <br /> ■ Accountable to the City Council as a whole. - <br /> ■ Achieve the ends and policies of the City Council - <br /> ■ Do not violate the limitations the City Council sets to govern the chief administrator. <br />
