�Mass Transit Memorandum <br />, No. 092203-1 <br /> September 22,2003 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Garman, City Manager <br /> Paul McChancy, Mass Trans" Ad ' istrato,� l,�� <br /> SUBJECT: IDOT Capital Assistance Grant <br /> SUMMARY Staff recommends that Council approve a Resolution to authorize <br /> RECOMMENDATION: the filing of an application for IDOT capital assistance in the <br /> amount of$15,500 to match federal funding which has already <br /> been awarded. <br /> BACKGROUND: Decatur has applied for and been awarded Federal Transit <br /> Administration(FTA)funding for operating assistance and for <br /> capital projects, including the purchase of a heavy duty service <br /> truck, a utility trailer, and shop equipment. (See attached sheet.) <br /> The proposed IDOT funding would match the federal funding <br /> awarded for these purchases. With the addition of IDOT funds, <br /> these purchases would be completed without using any City funds. <br /> POTENTIAL A public hearing was held to discuss the IDOT grant application. <br /> OBJECTION: No negative comments were received. There is no known or <br /> expected objection to this grant application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: James Gillum, Maintenance Superintendent, DPTS <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME FTA capital assistance funds require a 20% local or state match. <br /> IMPLICATIONS: The proposed $15,500 State grant would be used to match the <br /> federal funds already awarded to Decatur for the listed purchases. <br /> No City funds would be required. These projects are in the current <br /> City budget and are included in the Annual Element of the current <br /> Transportation Improvement Program for the Decatur urbanized <br /> area. <br />
