u
COUNCIL COMMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMORANDUM
#03 - 26
September 16, 2003
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Beth Couter Financial Mana ement Director
  g
Deborah M. Perry,Purchasing Supervisor}
' SUBJECT: Bids for Tandem Dum Truck Chassis
P
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Peterbuilt
Central Illinois to furnish two (2) 200H Peterbuilt Mode1330 tandem dump bed chassis.
BACKGROUND: This equipment will be used in conjunction with the tandem dump beds,
plows and spreaders. It will replace 1994 dump trucks currently in service. In the past, dump
trucks have been purchased as a complete unit with the chassis and the dump bodies together.
The MSC Manager wanted to split the units apart and bid the beds separate from the chassis. The
reason for this is that he substantially changed the type of truck bed, spreader controls and plows '
to improve safety and increase productivity.
The low bid of Dave Gill Trucks, Inc. does not meet City of Decatur specifications in several ,
areas as follows: I
City of Decatur Specifications Dave Gill Trucks I!
- Cooling system. Radiator must be 830 sq. in. The difference in coolant '
front to back style with a minimum capacity means the engine
of 850 sq. in. of surface area. and the transmission will
run cooler with less chance 'I
of overheating the cooling
system.
