DECATUR POLICE DEPARTMENT <br /> MEMORANDUM#03-60 <br /> Date: September 5,2003 <br /> To: Mayor Paul Osborne and City Council <br /> From: Steve Garman,City Manager <br /> Mark Barthelemy,Chief of Police� <br /> Reference: 2003 Local Law Enforcement Blcek Grant(LLEBG) <br /> Purpose: The purpose of this memorandum is to gain council acceptance for the 2003/2005 Local Law <br /> Enforcement Block Grant(LLEBG)offered through the Bureau of Justice Assistance. <br /> Background: This grant is a repeat of the block grants the police department has been utilizing for the past six <br /> years. The 2001 grant e�pires in September of 2003 and the 2002 grant expires in September of 2004. LLEBGs <br /> run for a period of two years. The current year grant will begin in October 2003 and run until September 2005. <br /> The LLEBG was established within the Bureau of Justice Assistance(BJA)under the Omnibus Fiscal Year 2003 <br /> Appropriafions Act. The level of funding for this grant is$133,942. However,The County of Macon has applied <br /> as a Disparate Jurisdiction to the State of Illinois,Office of the Attorney General and was granted Disparate status. <br /> An agreement between Sheriff Jerry Dawson and Chief of Police,Mark Barthelemy was reached and Macon <br /> County is receiving$33,485 in LLEBG funds,redirected from City of Decatur funding. Macon County must <br /> provide their own local cash match and will be required to make reports to the BJA regarding the disbursement of <br /> those funds. The remaining$100,457 for the City of Decatur would require a local cash match of$11,167, <br /> bringing the total grant amount to$111,624. Funding may be used for any of the seven purpose areas,which <br /> range from purchasing equipment to funding hireback patrols,which are two of the purpose areas we intend to <br /> utilize. <br /> The 2003/2005 grant is being used to provide overtime hireback patrols and the purchase of field reporting <br /> soflware for the department's police cars. Without this grant money to augment the current police patrols and to <br /> cover the purchase of the field reporting hardware and soflware,funding would not be available to provide these <br /> functions. <br /> Reference: The current offering of block grant funds through the BJA provides additional funds for continued <br /> overtime hireback patrols to enhance the efforts of community policing and crime prevenUon. The department <br /> intends to use this grant to add the capability of field report writing via the mobile data computers in the police <br /> cars. Additionally,we will use grant funding to provide overtime hireback for street gang suppression,street level <br /> narcotics enforcement enhancement and enforcement of the illegal sound amplification ordinance.
