Newell, P.E., City Engineer� <br /> SUBJECT: Lost Bridge Sanitary Sewer Study, City Project 2003-16 <br /> SUMMARY RECOMMENDATION: <br /> An item on the agenda for the September 15, 2003, City Council Meeting is the authorization of <br /> an agreement for engineering services with Bainbridge, Gee, Milanski &Associates, Inc. (BGM), <br /> for a fee not to exceed $60,000 to study the City owned sanitary sewers feeding into the Sanitary <br /> District of Decatur(SDD) interceptor that drains to the Lost Bridge Pump Station. <br /> Staff recommends that the City Council approve the agreement. <br /> BACKGROUND: <br /> The attached drawing shows the proposed Lost Bridge Sanitary Sewer Study area. The sanitary <br /> sewer system in this area along Lost Bridge Road services over 2000 homes. The SDD <br /> interceptor serving the area has experienced surcharging and the District is closely monitoring, <br /> and in the past has restricted, the extension of additional sanitary sewers in the area. Surcharges <br /> in this area have discharged raw sewage into the lake during periods of heavy rainfall and <br /> flooding. Flow monitoring that was conducted by City Engineering in the Spring of 2003, <br /> located some areas of significant storm water infiltration and inflow. It is imperative that storm <br /> water infiltration and inflow into the sanitary sewer system be located and stopped as much as <br /> practical in order to prevent backups and sewage discharges. <br /> City staff proposes to have BGM perform an indepth review of the sanitary sewer system serving <br /> the Lost Bridge area and provide the City with realistic options that can be enacted to correct the <br /> storm water infiltration and inflow problems being experienced. BGM is a very competent and <br /> respected firm in the field of sanitary sewer design. They continue to provide the City with <br /> excellent expertise and experience in the review and design of the sanitary sewer system. <br />
