Mass Transit Memorandum <br /> No. 071503-1 <br /> July 15, 2003 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garman, City Manager <br /> Paul McChancy, Mass Transit Administrato�; <br /> SUBJECT: Purchase Order for In-ground Bus Lift <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: purchase order for one in-ground bus lift for the Transit System <br /> to the single bidder, Automotive Equipment Sales & Service. <br /> BACKGROUND: Staff advertised for bids for the purchase and installation of one <br /> in-ground bus lift in the April 28th issue of a national publication <br /> (APTA's Passenger Transport) and mailed notices to 35 firms. A <br /> formal bid opening was held on May 30, 2003. As shown on the <br /> attached tabulation of bids, two firms submitted bids but only one <br /> bid met the required specifications: Automotive Equipment <br /> Sales & Service with a bid of $63,904.11. Staff has examined that <br /> bid and determined that the bid meets the minimum specifications <br /> published in the invitation for bids, and that the bid meets all of the <br /> other requirements of the bidding process. Staff finds that the <br /> bidder is capable of, and competent to perform the work required. <br /> Staff has contacted IDOT and has received formal approval to <br /> award the contract to the single bidder. <br /> POTENTIAL No known objection to awarding the purchase order to Automotive <br /> OBJECTION: Equipment Sales & Service. <br /> INPUT FROM James Gillum, Maintenance Superintendent <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME Staff has already obtained state and federal grants for the purchase <br /> IMPLICATIONS: of the bus lift.
