Love, Neighborhood Pro s ager�J/c� <br /> i Pr ' All i n f r H ri Fields Phase I <br /> S U B J E C T: H O ME S u p p o rt v e H o u s i n g o�e c t o c a t o o e t a g e <br /> RECOMMENDATION: <br /> Staff recommends approval of the attached resolution authonzmg execution of an agreement wrth <br /> Heritage Behavioral Health Center in which $50,000 in funds under the U.S. Department of <br /> Housing and Urban Development (HUD) HOME program will be allocated for Heritage Fields <br /> Phase I. This project will provide supportive housing for adults with mental illness. Of the total <br /> allocation for this supportive housing project, $17,000 was allocated in the FY2001 Action Plan <br /> and $33,000 in the FY2003 Action Plan. �� <br /> BACKGROUND: II <br /> Heritage Behavioral Health Center is developing a three-phase project, known as Heritage Fields, I <br /> on the northeast side of Decatur. Phase One, 3501 North Charles Avenue, will consist of a <br /> nineteen-unit a artment com lex, ei hteen units of which will be occu ied b adult individuals <br /> P P g P Y <br /> with a serious and persistent mental illness in treatment at Heritage Behavioral Health enter. One <br /> unit will be a two-bedroom apartment occupied by a Resident Manager. Tota1 project cost is <br /> $2,191,237. Along with the recommended $50,000 HOME allocation, $2,030,200 has been <br /> secured from HUD Section 811, $70,000 has been conditionally committed from II3DA, and <br /> Heritage will provide $41,037. <br /> This project is consistent with the City of Decatur's Consolidated Plan and specifically addresses <br /> the need outlined in priority area 1B of the Consolidated Plan to provide permanent supportive <br /> housing for persons with special needs. The project is consistent with the goals of, and eligibility <br /> guidelines for, the U.S. Department of Housing and Urban Development HOME program, to <br /> provide decent affordable housing to lower-income households.
