COUNCIL COMMU1vICATION FORM
Engineering & Infrastructure Memorandum
NO. 2003-41
July 14, 2003
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager !,
Stephen Swanson, P.E.,Director of Engineerin & Infrastructure
Matthew C. Newell, P.E., City Engineer y
SUBJECT: Ridgeway/Bay Shore Area Sanitary Sewer Study, City Project 2002-26
Amendment to Agreement
SUMMARY RECOMMENDATION:
An item on the agenda for the July 21, 2003, City Council Meeting is the authorization of
additional funds for a service agreement with Bainbridge, Gee, Milanski & Associates, Inc.
(BGM) to study the sanitary sewers in the Ridgeway Drive / Bay Shore Drive area. The original
fee authorized by Council was for$30,000. BGM has requested an additional $8,000 to complete
the study. This would make the overall cost of the study$38,000.
Staff recommends that the City Council approve $8,000 in additional funding for this sanitary
sewer study.
BACKGROUND:
In September, 2002, the City Council authorized an agreement with BGM to perform a study of
area sewers servicing the Ridgeway Drive / Bayshore Drive area (see the attached material that
was sent to Council previously on this topic). This study was to identify the capacity problems
that were causing severe sewer backups in the area.
The study is nearing a conclusion and BGM has encountered unforeseen circumstances that has
caused and will cause an overrun in the agreed compensation. These circumstances are discussed
in detail in the attached letter issued by BGM discussing the project. Staff believes that the issues
raised by BGM were unforeseen and that they are due the additional compensation required to
complete the study.
