Newell, P.E., City Engineer ��1 <br /> SUBJECT: Jasper Street Subway Rehabilitation, City Project 2002-11 <br /> SUMMARY RECOMMENDATION: <br /> An item on the agenda for the July 7, 2003, City Council Meeting is the authorization of an <br /> agreement with Homer L. Chastain&Associates,LLP (HLC), for preliminary design services for <br /> repairs to the Jasper Street subway approaches for a fee not to exceed$19,236.72. <br /> Staff recommends that the City Council approve the attached agreement. <br /> BACKGROUND: <br /> The Jasper Street subway structure is owned and maintained by the CSX and the Norfolk and <br /> Southern railroads and the approaches are owned and maintained by the City. The approaches to <br /> the Jasper Street subway are in a progressing state of deterioration. Significant improvements to <br /> the approaches are necessary to assure continued safe and reliable use by both vehicles and <br /> pedestrians. <br /> In 2002, City Engineering requested HLC to perform a cursory structural review of the subway <br /> and its approaches. The review recommended that work be performed on the walls, walkway <br /> and street portions of the approaches in order to retard further deterioration. Budgetary funding <br /> was provided this fiscal year to begin the improvement design work. <br /> The proposed preliminary design will provide: a topographical survey of the structure and the <br /> approaches, a thorough review and documentation of damage, and a detailed construction <br /> estimate to be used in the allocation of future project funding. The preliminary design work will <br /> provide a good platform for initiating a final design contract wherein actual structural repairs can <br /> begin. <br />
