  w
ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 03-56
June 26, 2003
TO: Honorable Mayor Paul Osborne and City Council Members
FROM: Steve Garman, City Manager
A.J. Krieger, Assistant City Manage
SUBJECT: Mound & US 51 Phase II Environmental Assessment
RECOMMENDATION:
Approval of the attached resolution will authorize execution of an agreement with Bodine
Environmental Services, Inc. for a Phase II environmental assessment of the US 51 and Mound
Road site. The total cost of the contract is $9,460.00. City staff recommends approval.
BACKGROUND:
As Council may recall, a Phase I environmental analysis of the Mound/51 site was performed
earlier this year. That Phase I, performed by Bodine, determined a need to conduct a Phase II
analysis. The Phase II is necessary to determine what, if any, environmental contaminants are
present.
The purchase agreement between Decatur Public School District 61 and the City of Decatur
requires the City to pay for the Phase II analysis.
Bodine will perform the analysis in such a manner as to eventually secure a no further
remediation letter from the Illinois EPA.
Given the location of the former underground storage tanks within the Mound School building, it '
is necessary and advisable that this Phase II analysis be performed during the summer when no '
students are present. '
POTENTIAL OBJECTION: II
City staff is not aware of any opposition to the attached resolution.
INPUT FROM OTHER SOURCES:
N/A
STAFF REFERENCE:
If Council members have uestions the ma contact A.J. Krie er, 424-2727
q Y Y g
kriegedecaturnet.org.
BUDGET/TIME IMPLICATIONS:
Sufficient funds for these services are available within the Planning & Economic Development
Division FY 03-04 budget.
;
