Mass Transit Memorandum
No. 060903-1
June 9,2003
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: Assignment of Consultant Contract - Multisystems, Inc.
SUMMARY Staff recommends that Council approve a Resolution to consent to
RECOMMENDATION: the assignment of the Transit System's consultant contract from
Multisystems, Inc., to TranSystems Corporation.
BACKGROUND: The City has entered into a contract with Multisystems, Inc., to do
a comprehensive review of the Transit System's complementary
paratransit services for the disabled, including the van program
operated by DPTS and the subsidized taxi program. The consul-
tants began working on the study in January, presented draft recom-
mendations at meetings on June 6th, and expect to complete their
work in July. Multisystems has just announced that the consulting
division of that firm is being purchased by TranSystems Corporation,
and has requested that all existing contracts with Multisystems be
assigned to TranSystems Corporation.
Multisystems has assured the City that this purchase will not result
in a reduction of service or a change in the quality of service now
provided under this contract. Since our contract is being assigned
to the purchasing company, all of the terms of that contract will
still be in effect: the key personnel working on this study will
continue to work on it; the dollar amount of the contract will not
change; and the study will be completed in July, as now scheduled.
POTENTIAL There are no known or expected objections to the proposed contract
OBJECTION: assignment.
INPUT FROM Russell Thatcher, Principal
OTHER SOURCES: Multisystems, Inc.
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME There will be no change in the cost of this contract or in the amount
IMPLICATIONS: or share paid by the City. There will be no change in the amount of
staff time required to complete the contract.
