The <br /> GOVERNMENTAL BODY will comply with the Illinois Human Rights Act with respect to public <br /> contracts, including equal employment opportunity, refraining from unlawful discrimination and <br /> having a written sexual harassment policy. <br /> PART 5 <br /> Scope of Service/Responsibilities <br /> The GOVERNMENTAL BODY will provide the work described in the approved FY 2004 Unified '�, <br /> Work Program (UWP). Those activities in which the Department will participate with Federal <br /> Transit Administration (FTA) funds are shown in the following UWP work elements. <br /> 102 Coordination&Information: The Governmental Body will administer all aspects of the ' <br /> Decatur Public Transit System(DPTS)including public meetings,news releases,staff <br /> coordination,documentation and certification. <br /> 103 Transportation Support: The Governmental Body will administer in a timely manner <br /> all aspects of transit planning contracts,including preparation of funding applications, <br /> financial and program status reports,quarterly reports and invoices. <br /> 106 Unified Transportation Planning Work Program(UTPWP): The Governmental Body <br /> will develop the annual planning work program(the FI'2005 UTPWP)that addresses <br /> multi-modal transportation issues/problems. <br /> 201 Data Collection&Analysis: The Governmental Body will collect and analyze socio- <br /> economic information and information on various transportation modes and systems in <br /> the Decatur Urbanized Area, and to maintain current assess-ment of Transit ridership, <br /> revenues and expenditures,and routes and service. <br /> 501 Transportation Improvement Program(TIP): The Governmental Body will maintain an <br /> up-dated three year,multi-modal TIP,the FY 2005-FY 2007 Transportation <br /> Improvement Program,including capital and operating expenses. <br /> 502 Transportation Systems Management: The Governmental Body will review and <br /> analyze transit management including: 1) DPTS performance standards;2)DPTS' <br /> performance relative to other transit systems;3)on/off board transit passenger surveys <br /> to assist with designing more efficient routes and schedules; 4)transit fares, <br /> scheduling,routing,service for the disabled,DBE/WBE/MBE participation,and private <br /> enterprise involvement in transit;5)transit fleet replacement;6)security inspections to <br /> determine quality of service;and 7)identify any problems in the operational, <br /> maintenance or administrative areas of transit. <br /> 503 Long Range Transportation Plan: The Governmental Body will develop a long range <br /> transportation plan update,the 2025 Long Range Transportation Plan. <br /> PART 6 <br /> COMPENSATION FOR SERVICES <br /> FTA Section 5303 Funds (through DEPARTMENT) $30,360 80% <br /> GOVERNMENTAL BODY $7,590 20% <br /> TOTAL $37,950 100% <br /> Intergovernmental Agreement(Rev.01/03) 9 Decatur FTA-04 <br />
