DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2003-10
June 10, 2003  ,I
TO: Honorable Mayor Osborne and City Council '
FROM: Steve Garman Cit Mana er I
, Y g
John A. Smith, Assistant City Manager for Public Services ,
Keith D. Alexander, Director of Water Management I,
SUBJECT: ;
Additional Raw Water Supply and Big and Sand Creek Dredge Sediment Storage Site Study- '
City Project 2003-07 '
SUMMARY RECOMMENDATION: II
Council adopt the attached resolution approving a Consulting Services Agreement with MWH '
Americas, Inc. to perform the above referenced study at a cost not to exceed $75,000. ,
BACKGROUND: ,
Staff provided Council with an information memo on this subject in January (copy attached).
Since then, staff has met with the Water Resources Advisory Committee and MWH to determine
the most beneficial way to move forward with this project. During these discussions it became
apparent that additional raw water storage may be sited near, or even be the same site as, the Big
and Sand Creek sediment storage site that the City will need to have constructed in
approximately four years. Also, the planning process used to identify potential sites for these ',
projects is virtually identical. Therefare, sediment storage site analysis is included in the study's
scope of services. '
Due to MWH's previous high quality work for the City, including their 1996 Water Resources,
Storage and Production Study, and their worldwide expertise in water resources development, ;
staff recommends MWH far this project. I
POTENTIAL OBJECTION: '
None foreseen. '
INPUT FROM OTHER SOURCES: I
Water Resources Advisory Committee, MWH, U.S. Army Corps of Engineers, Illinois
Environmental Protection Agency, Illinois Department of Natural Resources.
STAFF REFERENCE:
John A.
