DEPARTMENT OF WATER MANGEMENT
Memorandum No. 2003-02
January 27, 2003
TO: Honorable Mayor Howley and City Council
FROv1: Steve Gannan, City Manaer
John A. Smith, Assistant Ciry Manager for Public Services
Keith D. Alexander, Director of Water Management /
't
StiBJECT:
Public Health Security and Bioterrorism Preparedness and Response Act of 2002
SUNIIIARY RECOMIVIENDATION:
This Federal Act mandates that community water systems that service populations similar in size
to Decatur prepare Vulnerability Assessments by December 21, 2003, and Emergency Response
Plans within six months after the completion of the Vulnerability Assessment.
Staff will be contacting approximately five experienced consulting engineering firms to obtain
proposals and cost estimates to prepare an Assessment and Plan for our water system. Based on
an evaluation of the proposals, staff will then obtain an engineering services aeement with one
of the firms for Council consideration. Staff recommends that a firm be retained to perform this
work for the following reasons:
♦ Expert advice on security and emergency response issues are crucial to create the most
effective and useful assessments and plans.
♦ The documents require a siificant amount of labor for site inspections, writing and
word processing.
♦ Decatur's water system is fairly complex and is vital to our community. It deserves a
high quality response to the Act's requirements.
Staff is eYamining the potential for outside funding for this work. The USEPA is considering
participating in the cost of the Act's requirements for water supplies with service populations
similar to Decatur.
POTEiTIAL OBJECTION:
None foreseen.
