Alexander, Director of Water Management �/� <br /> 't <br /> StiBJECT: <br /> Public Health Security and Bioterrorism Preparedness and Response Act of 2002 <br /> SU�I�I.=�RY RECONIMENDATION: <br /> This Federal Act mandates that community water systems that service populations similar in size <br /> to Decatur prepare Vulnerability Assessments by December 21, 2003, and Emergency Response <br /> Plans within six months after the completion of the Vulnerability Assessment. <br /> Staff will be contacting approximately five experienced consulting engineering firms to obtain <br /> proposals and cost estimates to prepare an Assessment and Plan for our water system. Based on <br /> an evaluation of the proposals, staff will then obtain an engineering services agreement with one <br /> of the firms for Council consideration. Staff recommends that a tirm be retained to perform this <br /> work for the following reasons: <br /> ♦ Expert advice on security and emergency response issues are crucial to create the most <br /> effective and useful assessments and plans. <br /> ♦ The documents require a significant amount of labor for site inspections, writing and <br /> word processing. <br /> ♦ Decatur's water system is fairly complex and is vital to our community. It deserves a <br /> hi�h quality response to the Act's requirements. <br /> Staff is esamining the potential for outside funding for this work. The USEPA is considering <br /> participating in the cost of the Act's requirements for water supplies with service populations <br /> similar to Decatur. <br /> POTE�TIAL OBJECTION: <br /> None foreseen. <br />
