Alexander,Director of Water Management (f n <br /> `t f <br /> SUBJECT: <br /> Water System Vulnerability Assessment and Emergency Response Plan <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached resolution approving Task Order No. 2, with Attachments A and B, for a <br /> Continuing Agreement for Engineering Services with Black & Veatch Corparation to perform a Water <br /> System Vulnerability Assessment and Emergency Response Plan for a lump sum of$59,800. <br /> BACKGROUND: <br /> Staff provided Council an information memo on this subject in January(copy attached). Since then, staff <br /> mailed 15 requests for qualifications and proposals, obtained and evaluated 7 proposals, and interviewed <br /> and evaluated 2 finalists - Weston Solutions and Black & Veatch. Weston received 193 out of 240 <br /> possible evaluation points and Black&Veatch received 202. Although both firms are highly qualified to <br /> perform these services, staff recommends Black & Veatch due to their higher evaluation score and <br /> long-term familiarity with the City's water system. <br /> Weston's proposed fee range was $60,000 to $65,000. Black & Veatch's proposed fee was $64,800. <br /> Upon close examination of the proposed services, staff negotiated with Black & Veatch to obtain an <br /> appropriate level of services for$59,800. <br /> POTENTIAL OBJECTION: <br /> None foreseen. <br /> INPUT FROM OTHER SOURCES: <br /> Black&Veatch. <br /> STAFF REFERENCE: <br /> Keith D.
