DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2003-07
June 5,2003
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
John A. Smith, Assistant City Manager for Public Services
Keith D. Alexander,Director of Water Management
SUBJECT:
Continuing Agreement for Engineering Services
SUMMARY RECOMMENDATION:
Council adopt the attached resolution approving a Continuing Agreement for Engineering Services with
Black&Veatch Corporation.
BACKGROUND:
As a public water supply, the City of Decatur routinely requires contracted engineering services to keep
pace with regulatory compliance and infrastructure improvements. Through the years, the City has
employed Black& Veatch to perform the majority of this type of work. They have performed very well
for the City and are among the leading water engineering services firms worldwide.
There are two current water projects that require contracted engineering services: 1) South Water
Treatment Plant Basins Inspection and Report, and 2) Water System Vulnerability Assessment and
Emergency Response Plan. Black&Veatch is well suited to perform these services. In order to improve
the mutually beneficial contractual obligations for both the City and Black & Veatch, a Continuing
Agreement for Engineering Services is proposed by staf£ Both party's responsibilities, liabilities,
insurance requirements and document rights, among other items, are clearly defined in the Agreement. It
is not an exclusive services or retainage contract. It is merely an efficient way for the City and Black&
Veatch to state their contractual intentions in a single, comprehensive document.
POTENTIAL OBJECTION:
None foreseen.
INPUT FROM OTHER SOURCES:
Black&Veatch.
STAFF REFERENCE:
Keith D. Alexander, Directar of Water Management, telephone 424-2863,
e-mail kdalexander@decaturnet.org
BUDGET/TIME IMPLICATIONS:
There are none.
Attach. 2
cc: John R. Schilling,Black&Veatch
