Newell, P.E., City Engineer�� <br /> SUBJECT: Stipulated Agreement No. 1035 <br /> Traffic Signal and Railroad Grade Crossing Improvements <br /> Brush College Road/Faries Parkway <br /> Faries Parkway/27th Street <br /> Martin Luther King,Jr. Drive/Wood Street <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing a <br /> stipulated agreement between the City of Decatur, State of Illinois acting by and through the <br /> Illinois Commerce Commission, the Illinois Central Railroad, the Norfolk Southern Railway and <br /> the Illinois Department of Transportation to improve the traffic signals at the subject <br /> intersections that are impacted by railroad grade crossings. The Stipulated Agreement and <br /> Resolution indicate that the City is financially able and willing to bear its portion of the <br /> improvement cost, which is estimated to be 10% of $230,000 or $23,000 after reimbursement <br /> from the State's Grade Crossing Protection Fund. <br /> BACKGROUND: <br /> On October 25, 1995, in Fox River Grove, Illinois, an express commuter train collided with a <br /> school bus stopped at a traffic signal, killing 7 students and injuring 24 others. In October, 1996, <br /> the National Transportation Safety Board adopted a report on the accident which cited traffic <br /> signal / grade crossing safety issues that contributed to the fatal accident. Since that time, the <br /> Illinois Commerce Commission (ICC) has been working to improve the operations between <br /> traffic signals and adjacent railroad grade crossings. Until the last few years, most of their work <br /> has involved signalized intersections located on State Routes or adjacent to high speed train <br /> tracks. The City has participated with the Illinois Department of Transportation and the ICC in <br /> improving some of these intersections. <br />
