DECATUR POLICE DEPARTMENT <br /> MEMORANDUM#03-16 <br /> May 28, 2003 <br /> TO: Mayor Paul Osbourne and City Council <br /> Steve Garman, City Manager <br /> FROM: James Anderson, Acting Chief of Police <br /> SUBJECT: Proposed purchase of three vehicles from Rick Ridings Ford-Mercury, Inc. for use by the <br /> Street Crimes Unit of the Police Department for the price of$32,771.00. <br /> SUMMARY RECOMMENDATION: Staff recommends that Council approve the proposed <br /> agreements. <br /> BACKGROUND: Recently due to staffing concerns and the needs of the Decatur Police <br /> Department to respond in an effective and efficient manner to the interests of the neighborhoods within the <br /> City of Decatur, the Decatur Police Department withdrew personnel from the Illinois State Police TFX drug <br /> unit. The personnel will be reassigned to the Street Crimes Unit of the Decatur Police Department and will <br /> work to focus on those issues seen as important to improve the quality of life in the neighborhoods of the <br /> city. <br /> The Street Crimes Unit of the Police Department currently operates through the use of both rental <br /> vehicles and forfeited or seized vehicles. The cunent vehicle maintenance budget line item of the Police <br /> Department affords the use of four in-service seized vehicles. All purchases and transactions involving the <br /> seized vehicles are made through the Decatur Police Drug Fund. Our last improvement to this fleet through I <br /> purchase was July 26, 2000, and that vehicle is still in use. At this time, our active in-service fleet consists I <br /> of four vehicles, 3 of which have accrued over 100,000 miles, and none of which are newer than 1994. At �, <br /> the present time the Street Crimes Unit has four other vehicles which are incapable of being used due to , <br /> condition and mileage over 100,000 miles. ' <br /> In order to maintain operations of the Street Crimes Unit in a safe and secure manner their current � <br /> fleet of the Street Crimes Unit will have to be updated. Due to the nature of this assignment and the use of � <br /> these vehicles to conduct covert surveillance,they can not be listed. ' <br /> SUPPORT INFORMATION: The following Dealers were contacted for bid on program vehicles with <br /> similar characteristics. <br /> Miles Chevrolet : Bid for three vehicles- $42,464.00 <br /> Northtown Ford: Bid for three vehicles- $38,207.00 <br /> Crown Olds/Toyota:Bid for three vehicles- $48,985.00 <br /> Bob Brady Auto Group: Bid for three vehicles- $44,151.00 <br /> Lakeside Motors: Bid for three vehicles- $41,610.00 <br /> Rick Ridings Ford-Mercury: Bid for three vehicles- $32,771.00 <br />
