Mass Transit Memorandum <br /> No. 050603-2 <br /> May 6,2003 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garman, City Manager <br /> Paul McChancy, Mass Transit Administrato��; <br /> SUBJECT: FTA Operating and Capital Assistance Grant for FY-2003 <br /> SUMMARY Staff recommends that Council approve a Resolution to authorize <br /> RECOMMENDATION: the filing of an application for federal funding for FY-2003 in the , <br /> total amount of$1,006,905. The application would request ' <br /> $944,905 in operating assistance and $62,000 in capital assistance. <br /> BACKGROUND: Every year the Federal Transit Administration (FTA) sets aside <br /> grant funds for each metropolitan transit system. For FY-2003 the <br /> amount available to Decatur is $1,006,905. Staff recommends that <br /> a grant application be submitted to F'TA requesting that the <br /> available funding be divided as follows: $944,905 of this amount <br /> to be used to help offset the operating deficit of the Transit System; <br /> and $62,000 to be used for the following purchases: <br /> • $52,000 for a service truck <br /> • $2,000 for a medium duty trailer <br /> • $8,000 for miscellaneous shop equipment. <br /> POTENTIAL A public hearing was held to discuss this grant application. No <br /> OBJECTION: negative comments were received. There are no known or <br /> expected objections to this grant application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: James Gillum, Maintenance Superintendent, DPTS <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME FTA grant funds require a local match, as follows: 80% federal <br /> IMPLICATIONS: funds; and 20% state and/or City funds. The proposed $944,905 <br /> of FTA operating funds would be matched by state operating funds <br /> already awarded to Decatur. The proposed $62,000 of FTA capital <br /> funds would be matched by $15,500 of state capital funds to be <br /> requested following approval by FTA. <br />
